At the request of several member counties, the Utah Counties Insurance Pool started the Workers Compensation Program January 1, 2004. The feasibility and actuarial studies confirmed that the Pool could provide coverage to its members at a reduced rate. For the Programs initial startup, the Pool hired an expert third-party administrator, Alternative Service Concepts , to provide prompt, accurate claims service. As of January 1, 2007, UCIP hired Susan Gonce and brought claims handling, claims assistance and training in-house.
